Victor Holman - Professional Experience:     Mr Holman is the Program Manager for three projects within the Army Information Management Center. His duties include ensuring staff are performing at an above satisfactory level for the Army, overseeing the lifecycle of the projects, and providing budget and reporting to Executives. He directly manages a performance assessment team in charge of reporting, analyzing and publishing all performance measures and Service Level Agreements (SLAs). His team monitors service delivery for 97 customer agencies across all service areas including call center, desktop support, enterprise services, requirements analysis and design, business applications, & financial management. Other duties include identifying new metrics and recommending SLA requirements, identifying performance strengths and weaknesses, identifying industry best practices for improving internal IT processes, recommending tools for report automation, and providing the monthly SLA and Quality Plans (QASP) metrics to customers.

April 2000 – April 2005 (5 years 1 month)

Mr Holman was the Performance Manager on a call center consolidation effort within the FDA. Duties included analyzing help desk performance and trends, providing statistical reporting for the Director, process engineering, and identifying near-term and long-term improvements.

With HHS, Mr Holman acted as technical liaison to the Economics Business Analysis team in an IT consolidation task. Responsibilities included collecting IT and budget data, assessing data and developing a baseline of the current future infrastructure model, including a virtual service center and service level requirements.

IRS Modernization project, Mr Holman was the IT liaison for an economics business analysis team that presented a business case analysis and developed a competitive sourcing strategy. He developed a baseline of the IRS IT service delivery, prepared vendor summary and captured additional data used to provide analysis of overall infrastructure and IT service delivery.

Network Integration Specialist at Network Designs, Inc.

February 1999 – April 2000 (1 year 3 months)

At GSA, Mr Holman lead a five member team through an MS Windows NT Server and Windows 98 implementation rollout at 152 sites. Duties included creating a standard Ghost image of GSA Fleet desktops and configuring GSA Fleet servers. Responsibilities also included coordinating the travel schedule to all GSA fleet sites, and installing Windows NT and Windows 98. Additional responsibilities included migrating mail to Lotus Notes and providing training for users, optimizing network performance, providing technical support, setting up laptops, installing hardware and software, replacing switches and hubs, and providing support to other team members. Upon rollout completion, Mr Holman provided LAN support for GSA central office and monitored network performance using What’s Up Gold!
