When Terry Allen Perl became Director of Chimes International Ltd. in January 1971, Chimes was a small Maryland organization caring for 200 intellectually and physically challenged people. Today, because of Terry Allen Perl's unwavering vision, Chimes is a broad network that serves more than 17,000 people in North Carolina, Virginia, Maryland, Delaware, Pennsylvania, New Jersey, the District of Columbia, and the state of Israel. It has a workforce of 3,500 and an annual revenue of more than $200 million.

When he retired in January 2011, Terry Allen Perl left behind a talented and committed staff that he painstakingly developed in his 40 years as President and CEO of Chimes. Their abiding loyalty through the years is a testament to his leadership. Perl attributes much of the success of Chimes to this core group who developed the services and supports to people with disabilities for which Chimes is famous.

Another of Terry Perl's strengths as head of Chimes was obtaining the support of federal, state, philanthropic, and business funders. These allies were present at every step of Chimes' expansion. He raised funds through related businesses, donor solicitations, and special events.

Perl acknowledges that his stewardship of Chimes built a solid organization, but he insists that Chimes used that foundation to improve and innovate its services as it responded to the changing needs of its client base.

That so many families of people with disabilities have entrusted their loved ones to Chimes is perhaps Terry Allen Perl's greatest accomplishment. In this great cooperative effort, Perl established many friendships and touched many lives as Chimes provided the tools for people with disabilities to grow and be involved in mainstream society.
