Steve Cader - Professional Summary:    

 

Steve Cader became the Chief of Police for the Atherton Police Department in 1995 after 24 years of service with the Placer County Sheriff's Department. Honing his expertise in Corrections, Administration, and Patrol as Sergeant, Lieutenant, and Captain, Steve Cader led a team of 29 sworn and 5 reserve officers in Atherton's full-service police department. Steve Cader managed 5 department divisions, including investigations, traffic, youth services, dispatch, and patrol and kept the peace for the city's 10,000 residents and 20,000 daytime occupants. Trained at the California Peace Officers & Training Management School and Command College, the FBI National Academy's 134th Session, and the FBI Enforcement Executive Development Academy, Steve Cader implemented significant improvements for the Atherton Police Department during his tenure. Steve Cader gained the community's support with a high-visibility traffic program, which increased traffic contacts by 124 percent. The city also backed Steve Cader in his efforts to equip all squad vehicles with heart defibrillators and video cameras, even assisting in fundraising. As Chairman of the San Mateo County Chiefs of Police Technology & Communications subcommittee, Steve Cader created an award-winning interactive police department webpage. Steve Cader also received a grant for the implementation of the TRAK child abduction program. Additionally, Steve Cader increased his officers' response time to Priority 1 calls, maintaining action within 3 minutes and gaining the department a 52 percent preventative patrol time. Now retired from his position as Chief of Police, Steve Cader continues with natural disaster and terrorism response as Director of Emergency Service Planning for a Department of Homeland Defense private contractor. Steve Cader utilizes his FEMA IS-700 National Incident Management System and California Incident Command System certifications, in addition to his FBI authorizations, to instruct various agencies on proper ways to handle bio-toxins and emergency communications to State and Federal Security agencies. In 2008, Steve Cader also assisted with the American Red Cross' Sacramento Sierra Chapter as Director of Emergency Services. Steve Cader instructed volunteers and staff on preparedness, response, and recovery best practices and implemented Disaster Services, International Services, and Armed Forces Emergency Services Programs on behalf of the relief organization.
