Interested from a young age in public service, Stephen Lisauskas attended The College of Arts and Sciences at Syracuse University and majored in political science. After receiving his Bachelor of Arts magna cum laude with additional honors, he accepted a full scholarship from the Maxwell School of Syracuse University. While completing his Master of Public Administration, Stephen Lisauskas worked as a Graduate Assistant and focused his studies on state and local government finance and the management of public and nonprofit entities.

In the early days of his career, Stephen Lisauskas served as Administrative Assistant to the Mayor of the City of Newburyport, Massachusetts. This chief-of-staff role provided him with a close view of the workings of a historic community with a $42 million annual budget. He oversaw such matters as personnel management and capital projects on behalf of the mayor. Stephen Lisauskas won funding approval for one such project, a large water and sewer expansion project had been proposed and rejected for nearly 80 years.

His success in Newburyport enabled Stephen Lisauskas to pursue new positions in the City of Haverhill and Town of Natick. His achievements in reducing costs and improving services prompted state officials to appoint him as the Deputy Executive Director of a State agency tasked with restructuring the finances and operations of the City of Springfield. Within one year, Stephen Lisauskas was promoted to Executive Director of the Springfield Finance Control Board.

Stephen Lisauskas currently provides financially distressed cities with tailored solutions to their fiscal shortfalls and operational deficits in his capacity as an Associate with the Edward J. Collins, Jr., Center for Public Management at the University of Massachusetts Boston.
