Ron Crawford - Professional Experience: [
Currently responsible for a department involved in land-use planning, regulatory affairs, stakeholder management, strategic planning and the site closure project with an annual budget of c.£3.2M. The planning section provides a complete spatial planning service to the Dounreay site including compliance with legislation, strategic planning, development management, Environmental Impact Assessment, master-planning and production of Environmental Statements. Devised and coordinated production of the Dounreay Planning Framework adopted by the planning authority as non-statutory guidance. I have successfully delivered planning bids, environmental impact assessments, land use planning permits and regulatory consents for a series of major nuclear facilities virtually without precedent in the UK. These included two nuclear waste stores, and a major radioactive waste disposal facility (£120M). I established a land-use planning department at Dounreay where none existed before and I developed successful interactions with the safety and environmental regulators and other stakeholders. I lead the development and implementation of strategic planning issues from a wide range of internal and external inputs to create innovative solutions in support of business objectives. I manage the relationship with regulators and key stakeholders and understand their requirements and expectations and incorporate them into the business process as appropriate.
Land use management - Planning Legislation, Environmental Impact Assessment, Planning Application Service and Environmental Statements. Set up protocols with Local Planning Authority and established successful Planning Forum. Conceived and maintain highly regarded Dounreay Planning Framework which was adopted as Supplementary Planning Guidance in January 2006 as a means of managing relationship with planning authority and delivering development needs. Liaison with Nuclear Safety and Environmental Regulators. Manage contract providing specialist planning law advice. Experience of working at the boundaries between organisations, often in ambiguous and challenging situations, e.g. the grey area between planning and licensing regimes. Selection, appointment and supervision of multi-disciplinary teams and contract staff. Senior member of Dounreay's emergency response and call-out team.
