Most recently, she acted as Senior Vice President and General Counsel, its most Senior Attorney with METRO, the Metropolitan Transit Authority of Harris County, Houston, Texas. In this role, Pauline Higgins maintained an array of responsibilities that included supervising Board of Directors’ meetings, negotiating union agreements, and leading, managing, and restructuring five business units: the Office of the General Counsel, Real Estate Department; the Procurement & Materials Division, Small Business; and the Business Services Department. Engaged with METRO between 2008 and 2010, Pauline Higgins began as Senior Vice President, General Counsel, and Corporate Secretary and rapidly progressed to Chief Administration Officer. Between 2006 and 2008, Pauline Higgins acted as both Partner and Chief Diversity Officer for the noted Houston legal firm Thompson & Knight LLP. Ms. Higgins was the first Partner & Chief Diversity Officer hired in any law firm in Texas. In these capacities, Ms. Higgins represented clients concerning an array of finance-oriented legal issues that included mergers and acquisitions, structured finance issues, asset securitizations, and asset-backed securities transactions. She also managed the development and implementation of initiatives supporting the firm’s ongoing commitment toward fostering and sustaining diversity and inclusion. Prior to this, Pauline Higgins served in several executive capacities with JPMorgan Chase & Co. Starting as Assistant Corporate Secretary with JPMorgan Chase in 1997, she advanced to Vice President over the Texas area prior to moving on to her subsequent positions. Pauline Higgins acted as Transactional/Tax Litigation Attorney for the ExxonMobil Corporation from 1990 to 1994 and roughly half of 1996, and before this as Transactional/Tax (Associate) Attorney with the Houston-based legal firm Bracewell & Patterson LLP (now Bracewell & Giuliani, LLP). In both 1987 and 1988, Ms. Higgins worked as a Summer Associate with Vinson & Elkins, LLP. Additionally, she worked as Audit/Tax Manager with Coopers & Lybrand (now PricewaterhouseCoopers, LLP (PwC)). Pauline Higgins presently maintains licensure through the State Bar of Texas, the American Bar Association, the Texas State Board of Public Accountancy, the American Institute of Certified Public Accountants, and several other distinguished organizations. She also possesses memberships in professional groups like the American Leadership Forum, the Women’s Leadership Forum and the Houston Bar Association. Pauline Higgins holds a Juris Doctorate (J.D.) from Tulane University Law School and a Master of Laws (LL.M.) from the University of Houston, with a concentration in Tax Law. Prior to earning her advanced degrees, Ms. Higgins earned a Bachelor of Science in Accounting from Louisiana State University, graduating with honors and ranking on the Dean’s List for four years.
