The recipient of a Citation for Excellence in Service and Character from the Nassau County Executive in 2008, Owen Sinclair spent five years as Deputy Budget Director in the Nassau County Office of Management and Budget. With an overall focus on various aspects of economic development and health services, Owen Sinclair oversaw the efficient administration of 11 departmental budgets, 1,300 employees, and $900 million in funding. As a result of Owen Sinclair's efforts, the Nassau County Office of Management and Budget enjoyed savings through operational strategic initiatives, reduction of interest rates and debt, and development of a viable county budget and multiyear fiscal plan. Owen Sinclair came to the Nassau County Office of Management and Budget after successful terms with AXA Equitable Life Insurance Company, Prudential Financial, Inc., Chase Consulting Group, LLC, Nikko Capital Management (now Nikko Asset Management Co. Ltd.), and the New York Life Insurance Company. Owen Sinclair earned an M.B.A. from the Zicklin School of Business at Baruch College and a B.A. in Economics from the University of Pennsylvania.
