About Jose Bohorquez
Jose Bohorquez - Professional Summary:
Mr. Bohórquez has consistently been designated to lead the work of significant national and multinational teams, at the cutting edge of change, reform and organizational transformation. His responsibilities have usually been very wide in scope, intellectually rigorous, usually delivered against highly aggressive timelines and, in some cases, working under extreme, stressful situations.
He has completed his job as Defense Attaché in Beijing, China, where he was witness to the radical transformation ongoing in this country, its opportunities and risks.
Recently, Mr. Bohórquez was the chairman of the NATO Strategic Allied Command for Operations (ACO) IKM group, responsible for defining, planning and promoting the adoption of measures to fully implement at ACO a knowledge based structure and procedures. He also liaised with pertinent civilian contractors and other NATO agencies to identify, adopt and implement the technical capabilities required to sustain the IKM needs.
Concurrently, he co-led and then led the ACO team in charge of reviewing, attending to functional criteria, the structure of the Allied Command for Operations, NATO (15+ HQs, more than 12,000 personnel). The team also planned, and then implemented, the new functional structure, business processes and job descriptions (cutting by more than half the number of existing Headquarters and significantly streamlining manpower resources). During this period he briefed extensively at various National and Multinational Headquarters, both on NATO transformation and IKM implementation.
In previous assignments he led the Exercises Branch of the Joint Staff of the Armed Forces of Spain, planning and coordinating the execution of more than 120 joint exercises per year. He also was Deputy Director of Staff for NATO Command in Madrid, in charge of coordinating and streamlining the activities of the different branches of the Staff (more than 200 personnel). During the NATO Kosovo campaign, he was Deputy Chief of Intelligence, NATO Forces, B&H.
He also enjoys a very wide experience in international relations as well as in the fields of analysis and intelligence on various countries. He has worked for more than 14 years in Central America, Morocco (he was a member of the "Maghreb Experts Group"), Turkey, Bulgaria, Bosnia Herzegovina, Belgium and now China. His responsibilities have included positions as Defense Attaché (Turkey, Bulgaria and China), where he has been able to sharpen his country analysis capabilities and his negotiating skills, as well as obtaining a detailed knowledge and understanding on those countries, as well as on world's geopolitics and geostrategy. He has also been designated to occupy important positions in multinational organizations (NATO, UN) discharging responsibilities both in intelligence and organization related positions.
He speaks native Spanish, and is fluent in English with more than 12 years of working experience, as well as a basic working level knowledge of French.
He has completed with honors a Master Degree on "Strategic Direction and Innovation Management" from "Carlos III de Madrid" and "Autonoma de Barcelona" Universities, and was ranked as "Outstanding" at the 2 year-long General Staff Course of Spain (Armed Forces Master equivalent). He has also taken many national and multinational courses in planning and management, intelligence, international negotiation, crisis management, and others.
He was designated the "Distinguished Graduate" at the Infantry Officer Advanced Course (USA), and was also ranked as number 1, in his class-year, at the course for promotion to Senior Officer.
He published several articles on local politics in the "Melilla Hoy" newspaper, and also wrote articles on peace-keeping operations for the Army magazine.
He has obtained many military and civilian commendations, to highlight six Medals of Merit, at the very top of his peers.
