James P. Toscano serves as Chief Legal Counsel for the Child and Family Services Agency (CFSA) in Washington DC's Office of the Attorney General. James P. Toscano has held this position with CFSA since June 2008 and has worked for the Attorney General's Office since July of 2004. Moreover, James P. Toscano possesses a rich history of service to United States of America. From July 1974 until February 2001, James P. Toscano served as a member of the United States Navy, achieving the rank of Captain. Throughout his 27 years of active duty in the Navy, James P. Toscano held many important duties reflective of his skills and years of experience.

 

The future District of Columbia CFSA Chief Legal Counsel enlisted in the Aviation Officer Candidate program and received his commission as an officer in 1977. Throughout James P. Toscano's nearly three-decade career, he served as a Commander and Commanding Officer of several groups and squadrons, some comprising more than 365 men and women. James P. Toscano’s responsibilities included successfully training aircrews and handling the maintenance and upkeep of between 12 and 18 aircraft. While stationed in the Pacific Ocean as a Commander, James P. Toscano was in charge of U.S. Anti-Submarine Forces in locales ranging from the Aleutian Islands near Alaska to the Korean Peninsula.

 

James P. Toscano also maintained responsibility for employing surface-to-air and subsurface forces during military missions. From April 1995 until November 1995, James P. Toscano served as Deputy Wing Commander for Patrol Wing TEN. In this position, James P. Toscano oversaw, trained, and deployed Anti-Submarine Warfare squadrons. James P. Toscano was also responsible for the Navy's airborne electronic surveillance assets in the Pacific Region. James P. Toscano directly oversaw an annual budget of over $12 million, and he describes the role as being similar to that of a CEO or CFO of a medium-sized airline.

 

After leaving the command side of the Navy, James P. Toscano oversaw operational aspects of a CAT I acquisition program, where he was responsible for a project involving several hundred people in the military and civilian realms. From July 1999 to February 2001, James P. Toscano acted as Executive Assistant to the Commander of the Sixth Fleet, known as the Striking and Support Forces in Southern Europe. During this period, James P. Toscano helped to create systems for the use of amphibious forces and developed rapid reaction plans for the Allied Forces Southern Europe unit of NATO.
