Gary Franks - Professional Summary:    

 

Gary Franks spent a decade in politics representing the people of Waterbury, Connecticut in various capacities. He has served three terms as a Republican member of the U.S. House of Representatives and several terms as an Alderman in Waterbury. Elected to Connecticut’s Fifth Congressional District in 1990, he is the sole African American to have represented Connecticut in Congress. A man of firsts, Gary Franks was the first black conservative ever elected to Congress, the first black Congressman elected from New England, the first black Congressman to represent an overwhelmingly white district. and only the second black Republican to serve in the House of Representatives in the 20th century. Promoting the values of hard work and self-reliance, Gary Franks supported capital gains tax decrease, welfare reform, and potent national defense during his terms in office. Building on these beliefs, Gary Franks was a key player in three fundamental pieces of legislation, including the GOP Welfare Reform Package of 1995, the Civil Rights Act of 1991, and the Urban Entrepreneurial Opportunities Bill. These acts shaped political and economic policy long after Gary Franks left office. While serving as the Ranking Member of the Armed Services Committee’s Readiness Subcommittee, Gary Franks ensured that a record number of defense contracts went to boost Connecticut’s economy and create jobs. Gary Franks also sat on both the Small Business Committee and the Committee on Energy & Commerce, and acted as Chairman of the Defense Conversion Panel. Mr. Franks also held the position of Vice Chairman for both the Subcommittees on Health & the Environment as well as the Energy & Power Subcommittee. Gary Franks attended Yale University and earned his B.A. in 1975 where he was elected to a Senior Honor Society. Following Yale and a brief stint at the Rookie Camp of the NBA’s New Orleans Jazz, Mr Franks worked for Fortune 500 giants for 10 years in industrial/labor relations. Today married with three children, Gary Franks published his autobiography, Searching for the Promised Land: An African American's Optimistic Odyssey, in 1996.
