About Cyndy Simms

Cyndy Simms - Professional Summary:    With over 22 years of experience, retired superintendent Cyndy Simms served the Mercer Island School District, Walnut Valley Unified School District, Steamboat Springs School District, and Placerville Union School District. Committed to improving student achievement and ensuring that every student is actively engaged in his/her learning, Cyndy Simms was awarded an Annenberg Rural Challenge grant for $850,000 to fund a four-district consortium for place-based education from 1995 to 2003.

Cyndy Simms began her career as a Superintendent with the Placerville Union School District, where she achieved measurable results through incentive-based education. Cyndy Simms was instrumental in helping 98 percent of eighth-grade students achieve an 8th grade reading level, recognizing each student's success with a college savings bond. Next, Cyndy Simms served the Steamboat Springs School District as its Superintendent for nine years, during which time she changed public policy by passing a half-cent sales tax for K–12 schools and passing a $700,000 expansion bond. Additionally, Cyndy Simms revitalized an outdated pay structure by implementing a pay-for-performance bonus system.

In 2003, Cyndy Simms relocated to Washington state, where she became the new Superintendent of the Mercer Island School District. Hoping to resolve longstanding conflicts, Cyndy Simms oversaw a three-day consortium to address internal conflicts among teachers and community members. Her workshops and seminars had a lasting effect on the district, extending beyond her four-year tenure. During her three years as Superintendent of the Walnut Valley Unified School District, Cyndy Simms successfully passed an $80 million bond for school modernization, classroom expansions, and athletic facility upgrades.

Cyndy Simms obtained her Master of Education with a concentration in Special Education from the University of Virginia. Subsequently, Cyndy Simms earned both a Master of Public Administration and a Doctor of Philosophy in School Administration from the University of Denver. During her studies, Cyndy Simms completed an internship with the Colorado Department of Education, where she worked to develop and reform special education policy. Her dissertation “Strategies for Successfully Coping with Decelerating Resources” involving 56 school district superintendents' successful approaches to resolving budget challenges was approved in 1985.

Cyndy Simms, member of the Association of California School Administrators, is the President of the Rotary Club of Walnut Valley and is on the Diamond Bar Community Foundation’s board of directors. An avid philanthropist, Cyndy Simms leverages her leadership skills and community ties to support the Multicultural Scholars Program.
