Concurrent with his work at the New Jersey Law Revision Commission, Christopher Cavaiola acts as a Business Analyst for the New Jersey Environmental Infrastructure Trust (NJEIT), a quasi-independent agency within the New Jersey Department of Environmental Protection. Mr. Cavaiola’s responsibilities include putting Post Bond Issuance Compliance regulations and procedures into place, especially concerning the issue of risk arbitrage as it involves tax-exempt bonds. Christopher Cavaiola reviews laws, procedures, and policies on post-bond compliance from the United States Congress, the U.S. Securities and Exchange Commission, the U.S. Internal Revenue Service, the Basel Committee on Banking Supervision, and the International Organization for Standardization.
Christopher Cavaiola graduated in 2010 with a Bachelor of Science in Political Science from The University of Scranton in Pennsylvania. While in school, Mr. Cavaiola was elected as an officer in the Pre-Law Society. Christopher Cavaiola is currently enrolled in Monmouth University and is pursuing a Master of Arts in Public Policy. The New Jersey Environmental Infrastructure Trust is responsible for financing New Jersey's water infrastructure and water quality future. The NJEIT is in, but not of, the New Jersey Department of Environmental Protection. At the NJEIT, I am responsible for implementing Post Bond Issuance Compliance procedures to satisfy the Internal Revenue Service's rules and regulations. Currently, I am working on developing procedures to implement Post-Issuance Compliance Policies that the NJEIT Executive Board passed several months ago. Specifically, I am responsible for dealing with risk arbitrage as it relates to tax-exempt bonds. I have reviewed, and outlined, major pieces of risk management legislation and proposals to serve as a basis for implementing these post-issuance compliance policies and risk arbitrage policies. Domestically, I have reviewed laws and policy proposals from the United States Congress, the U.S. Internal Revenue Service, and the U.S. Securities, Exchange Commission. Internationally, I have reviewed risk management proposals from the Basel Committee on Banking Supervision, the International Organization for Standardization, and Standard & Poor's.
