About Candace O'Brien

An attorney and strong advocate for surrogacy and adoption, Candace O'Brien commands nearly 20 years of experience in the field of international law, adoption, and surrogacy. Candace O'Brien attended Michigan State University in East Lansing, Michigan. Over the next four years, Candace O'Brien pursued a diverse array of undergraduate coursework, including a concentration in philosophy, and earned her degree in Political Science/Pre-Law. Candace O'Brien graduated from Michigan State University in 1981 and then attended Thomas M. Cooley Law School in Lansing, Michigan. Candace O'Brien graduated from Thomas M. Cooley Law School in 1985. Candace O'Brien has been a member of the Illinois State Bar since 1992.

 

After graduation from law school, Candace O’Brien spent the early part of her career working overseas for the U.S. government, where she gained formative experience in international law as a legal specialist at Radio Free Europe/Radio Liberty (RFE/RL), headquartered in Munich, Germany and later in Prague, Czech Republic. Candace O’Brien’s early responsibilities included acting as liaison between RFE/RL and the U.S. Inspector General’s Office assigned to oversee RFE/RL’s activities. Candace O’Brien was also assigned to spearhead legal and human resource issues for RFE/RL’s spin off of separate broadcasting entities in Eastern Europe. Candace later became the Director of Human Resources for the organization’s worldwide operations with bureaus in over 20 countries in the former Soviet Union and Eastern Europe. Candace O’Brien became the first female to head a division for RFE/RL.

 

During her tenure at Radio Free Europe/Radio Liberty, Candace became interested in international adoption and decided she wanted to change career paths and work in the field of international adoption. Candace O'Brien leveraged her considerable international legal experience as well as knowledge and experience working and living in Eastern Europe toward her new work in international adoption law. Candace O'Brien left her work at Radio Free Europe/Radio Liberty and spent the next few years developing international adoption programs in Eastern Europe for adoption attorneys and agencies in the U.S. In 2000, Candace O'Brien decided to relocate back to the United States, where she then licensed AdoptInternational as a child placement agency in the State of Florida. Candace O’Brien continued to develop a specialization in adoption and fertility law and has since launched Adopt America, the domestic adoption arm of AdoptInternational, in addition to serving as the CEO of Advocates for Surrogacy.
